Buying South Carolina Lottery tickets

South Carolina Education Lottery tickets are currently sold through licensed South Carolina retailers. SCEL does not currently sell tickets over the Internet, and the Players’ Club app is not an online ticket-purchase service. A visitor from another state may play, but the ticket must be bought in South Carolina. Players must be at least 18.

South Carolina’s laws and older Lottery materials sometimes call terminal-based draw products “online games.” In that technical context, “online” means the retailer terminal communicates with the Lottery’s central system. It does not mean a ticket was bought through a website or app.

The debit-card rule needs a little context. South Carolina’s permanent statute has historically contained a cash-only restriction, but the current FY2026-27 budget suspends that provision for the fiscal year. SCEL’s retailer guidance says a store may choose to accept cash only or both cash and debit. A retailer may require a minimum debit-card purchase, but cannot condition the ticket sale on buying another product. Recheck this payment rule after the current fiscal year because the budget proviso is time-sensitive.

South Carolina Lottery app and Players’ Club

The official South Carolina Education Lottery Players’ Club app is a ticket-management and rewards tool, not a way to buy a ticket online. Its Ticket Checker scans a ticket barcode and reports whether the ticket won and, when applicable, the prize amount. The app can also show draw results and Scratch-Off details, locate retailers, and identify tickets that qualify for a second-chance promotion.

Players’ Club REWARDS lets members enter winning and non-winning Scratch-Off and draw-game tickets through the app or website to earn SCEL COIN. Those coins can be used for eligible weekly, monthly, and quarterly drawings. Promotional rules can have their own publicity or name-and-likeness terms, so do not assume that entering a promotion has exactly the same privacy treatment as claiming an ordinary prize.

Scanning a ticket is not the same as official payment validation. Keep the original ticket, sign it, and use an authorized retailer or SCEL claim process when you are ready to claim.

How to check, sign, and protect a South Carolina Lottery ticket

Use Lottery Valley for a quick results check, then confirm a possible winner with SCEL, the Players’ Club Ticket Checker, or an authorized retailer terminal. Lottery Valley’s checker is informational and does not validate or pay a prize.

Sign the back of a winning physical ticket as soon as possible. SCEL treats tickets as bearer instruments, so possession matters until the ticket is signed. Keep the original ticket in a secure place and avoid posting a readable ticket image online.

If a retailer scans a ticket, retain the terminal receipt when one is printed. A receipt can help document what the terminal reported if you disagree with a retailer about whether a ticket won or how much it won. SCEL guidance also says retailers may not charge a commission, fee, or require another purchase as a condition of redeeming a qualifying winning ticket.

Claiming South Carolina Lottery prizes

Your prize amount and game type determine the claim route. Confirm the current instructions on SCEL’s claim guidance before mailing an original ticket or traveling to Columbia.

Prizes sent by mail remain at the player’s risk. Use the current SCEL address and claim form rather than an address copied from an old page. Do not send an unsigned original ticket or assume a prize can be claimed through an ordinary retailer once it exceeds the retailer’s current limit.

Claim deadlines and Prizes Remaining

SCEL’s Prizes Remaining report is useful for seeing published prize counts and a game’s last day to sell or claim. It is not a guaranteed inventory report. SCEL labels the values as estimates because a prize may already have been sold but not yet claimed, or a sale or claim may occur around the time the page updates.

South Carolina previously offered Lucky for Life, but that game ended after its February 21, 2026 drawing. SCEL did not join Millionaire for Life at that game’s launch, so Millionaire for Life should not be treated as a current South Carolina replacement unless a newer SCEL announcement confirms participation. Current results and game navigation should come from the live South Carolina game directory rather than from retired-game examples.

South Carolina Lottery taxes and debt set-off

South Carolina withholding, federal reporting, federal withholding, and debt set-off are different processes.

South Carolina withholding applies to qualifying prizes received by residents and nonresidents. A nonresident should not assume that living elsewhere removes South Carolina’s withholding or filing consequences. Use the current South Carolina Lottery tax calculator for an estimate, then use current SCDOR and IRS instructions for filing decisions.

Do not confuse the debt figures. The statute’s qualifying-debt language can refer to debts over $100, while the Lottery debt-setoff mechanism applies to prizes of $5,000 or more. That does not mean a $101 debt is automatically taken from every small prize. Debt set-off is also not a tax.

South Carolina Lottery winner privacy

South Carolina’s current winner-privacy law protects personally identifying information from disclosure through the Freedom of Information Act without the winner’s express written consent. The protected information includes the winner’s name, address, telephone numbers, birth date, Social Security number, and copies of identification.

That does not mean every fact connected to a prize is secret. Current law allows SCEL to release specified non-identifying claim information, such as the claim and drawing dates, game, prize amount, retailer location, and the town where the winner lived when claiming. Promotional contests can also have separate name-and-likeness rules, so read the applicable promotion terms before entering.

Privacy from public disclosure is different from privacy from SCEL, tax agencies, or debt-setoff systems. A claimant still has to provide the identity and tax information required to validate and pay the prize. The current primary sources reviewed here do not establish a general trust or LLC strategy for making an original SCEL claim; do not treat estate or post-death payment provisions as permission for an entity to claim an original ticket.

About the South Carolina Education Lottery

South Carolina’s Education Lottery began selling tickets in January 2002. It operates primarily through licensed retail sales, combining terminal-generated draw games with Scratch-Off products. The current SCEL system also includes the Players’ Club app and rewards tools, but those digital tools do not change the retail-only ticket-purchase rule.

Where South Carolina Lottery money goes

Lottery proceeds are deposited into the Education Lottery Account. SCEL does not decide which individual education programs receive the money. The South Carolina General Assembly makes appropriations from that account.

SCEL’s FY2026 reporting says the Lottery transferred $606.8 million for education, bringing its reported cumulative education funding since startup in 2002 to $9.5 billion. The same official material reports about $2.4 billion in ticket sales, more than $1.6 billion in player prizes, and more than $175 million in retailer commissions for FY2026. Treat those as the current official fiscal-year figures, not as a substitute for an audited report if a newer audited report is published.

FY2026 appropriations included more than $500 million for higher-education opportunities such as scholarships, need-based grants, tuition assistance, and National Guard education support. K-12 and community education programs also receive Lottery-account appropriations. The useful distinction is that SCEL transfers the proceeds, while the General Assembly determines the programs and amounts funded.
